Dr. Emmanuel Oga, MD, MPH

Principal Consultant, Co-Founder

Dr. Emmanuel Oga is an internationally recognized physician-epidemiologist with over 17 years of experience advancing evidence-based clinical medicine, public health, global health security, and real-world evidence (RWE) research. As CEO and Co-Founder of ClineEpi Partners, he leads a global consulting firm dedicated to high-impact solutions in epidemiology, biostatistics, clinical trials, and pharmaceutical research.

Dr. Oga formerly served as a Senior Research Epidemiologist at RTI International, where he was Principal Investigator (PI) for more than $60 million in federally funded research from the NIH, CDC, and DOD. His leadership spanned major initiatives including the HEALing Communities Study (HCS) Data Coordinating Center, the Harm Reduction Research Network Coordination Center, and the EngageData Hub—a multi-site collaboration to address opioid overdose and HIV risk in the criminal-legal system.

Dr. Oga brings deep expertise in the design, implementation, and analysis of real-world evidence (RWE) and late-phase clinical trials. He has led observational and hybrid study designs supporting regulatory filings, safety monitoring, and label expansion for pharmaceutical and biotech clients. His work spans the development of robust RWE protocols, target trial emulation, pragmatic trial strategies, and regulatory-aligned statistical analysis plans. At RTI International, he oversaw multidisciplinary RWE teams that integrated claims, EHR, and community data across multi-site networks to support FDA and payer decision-making.

Dr. Oga has also served as the PI for several global health security initiatives, including infectious disease surveillance efforts funded by the CDC and the U.S. Department of Defense. His pioneering work in Global Health Security supports laboratory and surveillance capacity building in partnership with National Public Health Institutes.

A passionate advocate for equity and implementation science, Dr. Oga’s research has addressed stigma, health disparities, and behavioral health interventions across the U.S., Europe, and Africa. He has authored over 80 peer-reviewed publications in top-tier journals including The New England Journal of Medicine, JAMA Network Open, The Lancet Regional Health, and Drug and Alcohol Dependence.

Fluent in multiple languages and widely published, Dr. Oga brings deep global experience across clinical, academic, and government sectors. He holds an MPH degree in Epidemiology from the University of Maryland School of Medicine and a Doctor of Medicine degree from the University of Jos, Nigeria.

Dr. Emeka Ukoha, MD, MSc.

Co-founder, Principal Consultant

Emeka Ukoha is a seasoned physician-epidemiologist and global program leader with over a decade of experience spanning clinical research, public health, and real-world evidence (RWE) generation. In his current role, he leads multidisciplinary teams across international projects, driving high-impact observational studies and strategic partnerships with major stakeholders in healthcare, life sciences, and government.

Emeka combines scientific depth with operational leadership, bringing expertise in the design, execution, and interpretation of RWE studies. His work supports regulatory and commercial objectives through robust evidence on disease burden, vaccine effectiveness, and post-authorization safety. He has provided scientific leadership on numerous global epidemiological studies involving large-scale data sources, population health surveillance, and vaccine effectiveness and safety evaluations in diverse settings.

With a clinical background and advanced training in public health and epidemiology, Emeka integrates academic rigor with real-world practicality. His approach to management is grounded in strategic thinking, stakeholder engagement, and a deep commitment to evidence-based decision-making.

He holds a Master of Science in Public Health, a Master of Science in Epidemiology, and a Doctor of Medicine degree.

Kristen Stolka, MPH

Consulting Expert – Clinical Research & Global Health Security

Kristen Stolka is an accomplished global clinical research professional with over 15 years of experience managing complex, multi-country trials and public health initiatives. With expertise spanning NIH- and CDC-funded studies, maternal and child health, emerging infectious diseases, and epidemic preparedness, Kristen brings operational excellence and scientific rigor to every engagement.
Her work has taken her across Africa, Latin America, and the U.S., where she has led diverse teams, ensured data quality and compliance, and contributed to over 40 publications and presentations. Kristen served as Project Director for a $15M CDC infectious disease surveillance project in the Democratic Republic of Congo, and as Clinical Study Manager for a multi-site Zika pregnancy cohort that collected high quality data on over 13,000 participants.
Known for her strategic thinking, stakeholder collaboration, and commitment to evidence-based impact, Kristen enhances ClineEpi’s capacity in global health security, study management, and real-world data translation.
Kristen holds an MPH from Johns Hopkins Bloomberg School of Public Health and a BA in French and International Studies from Miami University. She is professionally proficient in French and trained in GCP and human subjects protections.

Dr. Agyeno Ehase

Senior Advisor, Clinical Medicine

Dr. Agyeno Ehase is a German-trained internist and emergency medicine physician whose clinical expertise spans complex internal medicine, cardiology, and acute emergency care. Based in Jülich, Germany, he serves as a Senior Advisor for Clinical Medicine at ClineEpi Partners, bringing a European healthcare perspective to our global health and research operations.

Following medical school, Dr. Ehase pursued specialist training in the Department of Internal Medicine at St. Elisabeth Hospital in Jülich, Germany, where he built foundational expertise in managing chronic and multi-system diseases in both inpatient and outpatient settings. His clinical trajectory continued at the Mönchengladbach Municipal Hospital, where he underwent further training in cardiology. During this period, he regularly worked as an emergency physician, sharpening his skills in acute care and urgent response.

Dr. Ehase practices at the Poststraße Medical Center in Jülich, Germany. At ClineEpi Partners, Dr. Ehase contributes deep insight into clinical trial operations, healthcare quality improvement, and the translation of epidemiological findings into frontline medical practice. His training, combined with his transcontinental medical background, uniquely positions him to support our work across high-resource and emerging settings in the EU region and in Africa.
